    you need to place it in the NAM (Network Addon Mod) plugin folder, for example ...\Documents\SimCity 4\Plugins\Network Addon Mod\Plugins . This way it will work, oh yeah you need to allow them to grow, its made so that the trees wil die and regrow itself from time to time (nice feature) And thank you for making this, its awesome.
