I had a lot of that "commute : long" houses in my residential city. With all taxes at 9% my residential R$, R$$ and R$$$ demands were around 1K and all industrial/commercial demands were under 0 (except agri). My roads where all green and commute time was at 90. I did add one bus stop every other bloc, but it didn't do the trick, in fact my commute time did raise to 100! I tried connecting more roads to my neibour industrial and comercial cities but commute time raised again, and I was still getting those no job icons. Finally I bulldozed all neibour connection keeping only the main road to each city, in my case one elevated highway to my industrial city and one avenue to my commercial city. Oddly, all no job icon disapeared even if my commute time stayed high. Note: in my case I my cities were pretty small (around 10K), I guess you should stick with bus stops in larger city and probably more than one road connection.
