SC4 offers the region build feature (which I think it's great) so city building is not as easy as the previous SC. Region building is a whole new concept but you could also build a self sustained city in one of the big city tiles of the region. Region building helps. For example, if you would like a comercial district, with no industry in it, you start by building small suburbian cities around it. Industrial cities in the small tiles with no population at all. Once you get enough population and stability in your region you can build you commercial district in no time. In my opinion, this feature is way better than that of SC3000. At first I also disliked that region thing, but started to like it once I understood what was it all about So don't give up man! I've seen regions of some player here in ST that are AMAZING! LIKE IF THE WHOLE REGION WERE A SUPERMEGABIG CITY! I'm not that experienced in SC4 yet but Im gonna make me one of those GOOD LUCk!

Indeed. Your problems could be due to many things. You say your demand for High Tech is high, this means you are not covering it well and your R$$$ don't have places to work. Try zoning more high tech inside your city as it does not pollute it is perfectly safe. As DanWalker8, try also putting some of the rewards you have been offered.

I too felt the same way. I'm not that experienced in SC4 but I've learned: -Farms are always the highest demand in small, new cities. To get rid of it you need to put schools and booster education. Demand won't disappear in a few minutes. You have to wait till your population gets smarter and they will start demanding for better jobs. 4,000 population is not enough. Expand your population up to at least 12,000. Since it is a new city, there is no need for anything other than elementary schools, since there are more younger sims than older. A fire station later on will be required. Adjust the budget with every school you introduce so you don't overpay them and start losing money. The query tool helps. No need for mass transportation yet since it takes a lot of money and the commute time problems in early cities can be solved by making more road connections and increasing traffic. As education goes up demand for I-D also rises. Notice that I-A will still be high but there is no need to satisfy it as your population is getting educated one sim at a time. Eventually as you grow your city the demand will drop consdierably, you just have to be patient. Once your education rises you can start zoning R$$, as they are attracted by education and public services. Police can be added later but be sure you have good fire and medical coverage, as well as education. As someone stated earlier, screenshots of your RCI demand would be a great help for us to better advice you. Take some time to decorate your city as the new population catches up in education. Once you have enough educated sims they will start demanding for I-M. You will need R$$ for this. DO NOT ZONE R$$$ YET! unless you want an abandoned city. R$$$ demand for high paying jobs and for this you need even more education. Note that for all of this to happen you need to BE PATIENT! A city does not grow from one day to another and does NOT GROW on it's own. You need to constantly check your graphs on education, RCI demand, as well as other services so you can better understand what is going on. Your sims alone won't suddenly want better jobs, you have to provide them with them but not just by zoning mid industry, but with encouraging them to find better jobs, and you get that with education. Introducing R$$ and R$$$ are another subject but I covered a few of it here. It's mostly about education but they require more services than R$. I hope I helped. BE PATIENT!

Since I had SimCity 3000 (i was younger) i always wanted to be able to build my megatropolis... but was never succesful D: ... now that I have SimCity 4 i hv a new challenge and I am now determined to build the city of my dreams i found great tutorials that have helped me so far and I have been able to build a nice suburbia with FINALLY SOME INCOME! but I still have SO much questions (what the heck is NAM?) and I also want to get my Rush Hour but it's not easy getting it here since it didnt reached popularity in my country D: ANYWAY! THANKS FOR THE WELCOME! and im glad u say i can ask for help coz trust me, I WILL! hehe
