It's supposed to be a perfect reproduction of the real ramp, so the road that appears and disappears was probably done that way (versus being kept underground) to save money on construction. -

I know it's not strictly part of the Big Dig, but are you planning to make a standalone Subway->El transition to replace the default SC4 one? I couldn't model to save my life, but I made a rough render of what the kind of transition I'm talking about. It goes from elevated rail and gradually gets lower and widens until it reaches the tunnel. -

Coming up with a lot of cool ideas != developing a game. If this project is to have even a remote chance of success, you should throw out all the ideas and find lots of programmers. Once the game is able to draw a flat plane on which to build, you'll appreciate how difficult game development is and your expectations will get a whole lot more realistic. -
Developing a game is a lot more difficult than just saying, "Let's make a game! Here's a list of all the features it should have, who wants to help?". Fleshing out the idea (like what's being done in this thread) is the easy part, development is the real problem. It sometimes costs $1 million USD just to license an engine. An open source SimCity-like game does sound quite appealing, but without huge funding it's unrealistic at best.

The screenshot almost looks like City Life running on a low end system. Here's hoping this is only an alpha screenshot and the game will look better in the final version. -

I'd like to request one small thing. Could you make a version of the intersection piece where the texture outside the taxiway is ramp, not apron?
