    I have a much simpilar way: When creating a new city, select the terrain type as ocean. Save game. Done.

    Va Beach here. Is it possible to create the Scope and Collesium? I'm trying to build Hampton Roads, I'll post some screen shots soon. Right now I'm working on downtown norfolk. Could you modify the air force base to provide 3,000 jobs. That should work as Norfolk NAS.
