How do you change the side of the road the cars drive on using that mod mate?

Hey, When I play Sim City 4 all the cars drive on the left hand side of the road, but all the road signs (on the highways etc) and traffic lights are on the other side of the road - like the cars should be driving on the right. Is there a way to change which side of the road the cars drive on? Can anyone help? Thanks
