About your question, I couldn't answer well because the program I photoedit my pics is not Adobe Photoshop nor GIMP (which are the most popular ones). It is Arcsoft Photostudio and it includes a Focus/Blur brush option and you can give the effect manually.

There's not much noise in the top of the 120 Degrees Building, one of the tallest tenements in Plainsport; but the worst thing is that none of the dwellers know what does the name of the building mean.
