Well, don't zone 'High Density' too much... and always make 'Historical' the buildings you want to keep (instead of 'evolving' into richer and/or taller buildings).

Depending on what type of city you want (small town, large spread etc.), you can also play around with tax settings, or go easy on general development like civics, education and so on.

And you ought to be prepared and willing to bulldoze new buildings (sometimes very often) until you have the one you want... and in the needed orientation, too.

Once you have the core of an old town, all made historical, you can then proceed to go for higher density around it (if desired)...

Mainly though I think - just forget the 'way' Maxis intended this game to be played... it's gone far far beyond their ideas ;o)
