NAM Issues: Visual glitches, cars, pedestrians, etc. disappearing when I move the camera cursor, mass vehicle thefts

Hello Community, I recently downloaded SimCity 4 and decided to install some mods. I downloaded NAM and would like to know why my pedestrians, vehicles, and even streetlights (lol) disappear when I move the camera. I know it's a common glitch; there are already threads about it, but I haven't received any answers that solve it.

I also experience mass car thefts, and it's actually funny to see, but I really wanted to fix this.

PS: Voodoo is configured and running with the latest DirectX. I also selected my integrated graphics card, and the 4GB patch was also installed.

Reminds me of an oddities post I made long ago.  

You'll need to increase the police coverage in those areas. (I'll leave your more techy questions for the experts.)

Ensure that your game settings are set to maximum.

Which ones are you referring to? If it's the game's, everything is at maximum. I use an AMD Ryzen u5500 laptop with integrated Radeon graphics, 8GB of RAM, and I also installed the performance DLLs and configured them.
