Ready made regions not loading properly

I have downloaded several regions and installed them to the Documents\Simcity4\Regions folder as stated in the instructions yet when I view them in game they show as the basic, flat "New Region". This is on a fresh install from Steam on Windows 10. I have had success with these exact maps on an old Windows XP Disc version. I don't understand why they aren't working on this version. This is happening with every region I have added and I'm only using Complete Regions found on this site.

The region layout in your first image is a generic region plan created when the game doesn't find the correct files to use.

For the Kanto region (and maybe others) did you unzip the download and place the entire unzipped folder in the game's Regions folder? From the name in your image, it looks like that may be what you did given that the region name is "Kanto Tokai (All Large)_v1.0". The game will then attempt to load a region based on the files in that folder, but it doesn't contain the correct files to load the region. You need to use only the folder named "Kanto Tokai (All Large)" within the download and place that one in the Regions folder (renaming it if you want). The game does not read a folder within a folder to load a region.

Hope that explanation makes sense. If that isn't the issue, we'll go from there...

Hit the nail on the head. I forgot to remove the lower level folder from the downloaded one. Doh! Thanks for the second set of eyes and brain because obviously these ones on my end aren't working as well as they used to.
