Hit the nail on the head. I forgot to remove the lower level folder from the downloaded one. Doh! Thanks for the second set of eyes and brain because obviously these ones on my end aren't working as well as they used to. Thanks again!

I have downloaded several regions and installed them to the Documents\Simcity4\Regions folder as stated in the instructions yet when I view them in game they show as the basic, flat "New Region". This is on a fresh install from Steam on Windows 10. I have had success with these exact maps on an old Windows XP Disc version. I don't understand why they aren't working on this version. This is happening with every region I have added and I'm only using Complete Regions found on this site.
