Graphics question

So as I drag the mouse around, this started happening lately, zoom in or out it goes away but happens again. I have an alienware gaming pc I bought 2 years ago NVIDIA gforce 1660    how can I stop this from happening? I have changed hardware to software, set the colors lower and it still happens

First, you need to fix your graphics rules first. Use a thing called Graphics Rules Maker. This was originally designed for The Sims 1-2 but you can use it for SimCity 4. The tool will automatically detect your card and adjust the settings accordingly. Second, you may need to use what's called as DirectX wrapper (and yes, you're better off using hardware than software rendering). Install the wrapper as instructed in this topic:

Third, you can use the graphics options mod to configure the game's graphics without resorting to command line. Plus, it can enable higher color depth which is beneficial if you're into it. Lastly, if the problem still persists, try to update your driver, preferably with the latest official Nvidia installer.
