Jail Inmate Capacity is all wrong

I recently noticed that police jail capacities in the game are NOT the same as displayed by PIM-X.  I have no idea what's going on here.  The only other thing I have involving police is the Crime and Police Station Fixes for ModPacc Zero.  

Here's an example.  Mattb325's Modern Police Station reports it can hold 75 inmates.  The hexadecimal amount is 4B, aka 75 cells:

But in the game,  it only shows up with 60 cells.  I got an extra inmate and the advisors warned me of a possible riot:

I checked a bunch of other police lots and none of the values in PIMX correspond to what is the maximum amount in the game.  Does anyone know what's going on here?

Well I can't explain the difference between the value of the files and that reported by the UI. I would have thought the fact that you get a warning about overcrowding when it exceeds the value in the UI, suggests that's the value SC4 is seeing. But this data is not read from the UI files, both the UI and other parts of the code are reading the values of the Buildings Exemplars. Is it possible you've another override of this file which contains different values?, that's the only explanation I can think of that makes sense.

    I was wondering the same thing.  So today I tested by creating a temporary Plugins folder with just SC4Fix.dll and 3 of Mattb's Police Stations: the Modern Police Station (with 75 jail cells), Vu Security (with 80 jail cells) and the Old NYPD HQ (with 180 jail cells).  No other files were in this temporary plugins folder, not even the BSC dependencies.  

    None of them reported the proper amounts in the game:

    Is it possible that SimCity reduces the amount of Jail capacity in the building exemplar somehow?  Or maybe a riot won't really occur until it goes over that capacity listed in the exemplar?  Has anyone noticed this before? 

    EDIT: Even the default Maxis Large police station, which says it has 50 jail cells, only reports 40.  This is 99% a stock game:
