Have you achieved the "Mason" or "Miner" badges

Maintain 2 quarries with 30 workers each for 3 years (mason badge)

Maintain 2 mines with 30 workers each for 3 years (miner badge)

Because both mines and quarries kill people on the job often, put some extra workers beyond what you need to compensate for the deaths.
