2 Different Landmark Effects In Reader

I was just curious about the difference between the 2 landmark effects in Reader. When using Leprop, I've noticed it's only the first landmark effect pictured below that can be changed, but when looking at buildings in Reader it's often only the second YIMBY/NIMBY effect that's present.

If an Exemplar has duplicated Properties, most likely the later one will override the values of the former, i.e. one cancels out the other. To my knowledge these are essentially the same property, there are not two types of Landmark Effect, then again they both reference different Hex IDs, but I can't easily explain why that would be.

0x2781284F is called (Building) Landmark Effect and a property of Commercial Buildings (Building Desirability)   - two values Amount,Radius - seems to be how attractive it is to grow commerce around this building.

0x27812850 is called Building Park Effect and a property of Residential Buildings (Building Desirability)   - two values Amount,Radius - this seems to be how attractive it is to live near to this building - parks - things like skateparks, gazebos etc.

Quite a few items in the parks and reward menus have both of the above. There are a number of fundamental building properties around this value like Pollution, Power etc.

0x87CD6399 is also called Landmark Effect but is defined as the Desirability Effect for Landmark Buildings - an array of value pairs Amount,Radius  - YIMBY/NIMBY??  This is a Developer property and isn't tied to a building and I think if you find it attached to a building its not going to have any effect at all (it should be the above). It is used by the simulation in some way when evolving the city - perhaps as a default if the above properties are not available.

The naming/use of these properties is to say the least confusing - Looking at the SC4 Landmarks/Rewards - they use 0x2781284F whether or not they have a YIMBY Occupant Group and I cant find any buildings in the SC4 dats that use the 0x87CD6399 property. This looks like some SC4 archeology might be in order - anyone with a long memory?
