So I did a system restart with Windows 11 and to my amazement all my cities were still there and intact!  The game loads fine until I try to load a city and the game crashes.  My next step is to go and delete ALL my mods and start from scratch but I don't want to do that. If someone has been through this help me!!!! Im having withdrawals.   

I think it has something to do with the screen resolution, but idk.  Any info is helpful dont be shy now.

Did you change a terrain, water or tree controller mod? It is known that the game crashes when changing tree controllers without removing all the old trees on all the cities first; or when switching from SD to HD terrain or water mods without providing the adequate dependencies.

It can also be something related to the screen resolution. People have only managed to run SimCity 4 on more than 1920x1080 by using third party shaders, so if you are trying to do it without them, this can be also a cause for a CTD, but I would expect that you wouldn't be able to arrive to the region view in that case. Crashing only when loading cities is usually due to the game not managing to find resources like textures.

Did you try to load an empty city from a new region? If you still get CTDs, this would point against city file corruption.

Sounds to me like you simply need to reapply the 4gb patch to your game, a mandatory requirement to use the NAM full controller.

If the system reset restored the original unpatched .exe or otherwise you re-installed SC4, any previous patching will be undone. Just run the 4GB patch ‘.BAT’ script from the NAM download and it should fix this.

Likewise any setting specific to your system which you used previously need to be restored or at least checked that they are still present. Usually these are found by right clicking and selecting properties on SC4 in your Steam library, under Launch Options.
