Industrial Cap & Desirability

Just a heads up, coming across this problem again some new information has come to light that may explain the problem.

The BSC Functional Seaports are supposed to add Cap Relief, sadly in practise this appears to be buggy, in effect it doesn't add, rather subtract from the overall Cap. This is more of a problem in Cities with an already Low Cap Relief, such as when it is at the default level, since it can quite easily lead to 100% Cap and therefore no demand. The problem seems to get worse when subsequently removing a Seaport too.

Like most people, I like to keep my industrial zones away from other areas.  I started working on my port-city.  Everything was working fine as this is not my first industrial city I have built.  My surrounding cities all have demand for ID, IM, and IHT.  The problem is, inside my port-city, I have ZERO demand (not even negative).  So, I look at my Census Vault, All three are at 100% cap.  Cool, no problem, I added the cap relief buildings such as the Army Base, Radio Tower, and the TWO census buildings, added more neighbor connections including road and rail... Still 100% with zero growth.  I have deleted my Pegasus ports and BSC seaports (3.1).  No change.  I also have deleted all my industrial and it only a few would rebuild before back to 100%.  I only have around 5,000 I-D, and 5,000 I-M and FIFTY THREE I-HT jobs and even put 10,000 sims in to see if it would change.  I know I shouldn't be reaching cap at that low of levels.  Many of my industrial lots are SimGoober lots, but there were no issues in the other cities for cap with these lots.  Also have the latest CAM download.  Any ideas on how to fix this?

First, do sanity checks on power and water coverage.

Second, did you stick a working Ind building somewhere with thousands of jobs?

Third, have you recently installed or uninstalled destabilizing  plugins?

Finally, do some route queries on freight to see that loads are reaching connections / ports.

What game altering mods are in use is the pertinent question here. The described behaviour is very bizarre and does not sound at all normal, leading me to believe it is almost certain to be the result of using one or more mods. Although it could be a poorly modded building gumming up the works, my suspicions are something demand related.

Since you state you have CAM, did you (or the installer), ensure that SimCity_1.dat was correctly patched for use with CAM? A lot of things might go screwy if that step wasn't done.

    There is no correlation between this and Caps, you can add all the power and water you like, the Caps will remain as they are now.

    Well, I know there is something wrong with some mod/dependency.  I tried starting a new region while waiting for a response, it CTD after a few minutes.  Now, I can't get the game to go to regional view before CTD.  I just don't know which one.

    I have gotten it to where the only city that CTD is the city with the cap issue.  Any ideas on how to either delete the city while maintaining the terrain or to find the plugin issue?

    You mentioned both PEG ports and BSC ports. If you had both in the same city without *very* careful custom modding to use only the BSC port controller, then you may be experiencing the port controller conflict crash. The removal of ports could have screwed up your caps, especially if you changed their modding between when you placed them and when you deleted them.

    Sadly, without better knowledge of all your past steps, my best recommendation now is that you straighten out your plugins to what you want going forward (resolving the PEG vs BSC ports), and then reset the affected city.

    Is this a map you downloaded? And if so, where'd it come from? Or, is it one you terraformed by hand in the game? Either way we can do it, but the method will be different so let me know the answers to these questions.

    What do you mean reset?  I will gladly delete both PEG and BSC and just do one after everything is deleted.  But I would like to keep everything else if possible (including terrain).  I was hopping a could take something like the controller out to at least get the game o stay long enough to bulldoze.

    Its downloaded, I know I could create a second region with the same download and import that city in that spot, correct?
