Returning to saved city that is missing infrastructure

I just installed SC4 through Steam and spent a fair amount of time working on my city. I saved the city, exited to region and then quit the game. On return, to pick back up where I left off, the city that loaded had roads and streets missing and thus zoning which was previously functional and full was empty, highway sections were missing in tiles and the cities infrastructure was pretty disrupted.

The same thing happened when I saved and exited to region and started another city on a different tile. Both times the city’s were financially profitable. 
 

Is this an issue with the game saving properly? Or do the cities continue to ‘play’ and move forward in time even if you’re not playing and potentially leading to deterioration/collapse? 

Have been trying to find threads and forums describing this but can’t :( and it’s a bit frustrating when you go to resume a city and it’s looking broken.

Hiya, @Finpiggles. Welcome to Simtropolis. *:)

What you are experiencing sounds a quite a bit like what happens if a city is laid out while using NAM, but then later loaded when NAM isn't present in plugins. So let's start with the question: Did you install the Network Addon Mod? Then, if so, it seems that something related to how Steam handles the game might be causing it to disappear.

No, they don't "tick" while closed. The only change I can think of is that neighbors might alter commuters and/or trade deals. And then there are plugins -- if you move the ground under a city, well you know. That can happen by accident, like if you tell SC4 to use a custom user directory, leaving your plugins behind.

A picture or two would help us understand what you're trying to describe. A snip of a screenshot of your SC4 folder under documents could be vital too. Plus, please show any parameters you use to launch the game.

    Thanks for the response :)
    Not at all a technical savvy user and just installed the standard game as prompted. Only adjusted the launch parameters to fit my laptop screen.
    So the photos attached show a city I worked on for 30 mins and filled the whole tile, then went into the region and built next to it, then came back to it during the same session.
    I forgot to screenshot the city before leaving it but you can see how roads have been disconnected, zoning and other infrastructure removed.
    Haven't added any mods and I don't think I moved the ground under the city to affect plugins??
    But I am really unsure whats happening! haha

    It looks to me like somehow your Plugins folder got moved into your Regions folder. Try moving it back so it is directly inside the SimCity 4 folder. *;)
