Running out of water

Hi! I am new. I hope I am doing this right.

 

I have the SimCity 2013 version. I am have a city of just over 200,000 sims. The problem is that I am starting to run out of water. I have moved my water place three times and it is draining the water around it FAST. I was told rain replenishes the ground water but I have yet to see it rain more than once. What do I do?

    I built another town and has it selling water to my main town. I don't think this will last forever though

    In SimCity 2013, there is a trick to get unlimited water. there also a video on youtoube. with the waterpump and the sewageplant.
