Help getting in the green

Hey guys, im having trouble getting my city in the green. I have been able to turn great profits in other cities, but this one is giving me a lot of trouble. Here is a screen of the budget, let me know if you guys have any ideas.

I've never played this version of SimCity, but here's hoping someone will come along with an answer. (You'll prolly need lots of patience waiting for an answer as this forum is has minimal activity.)

Not a SC2013 player, but still I've played SC long enough to notice your city budget looks rather strange. Residential should be yielding much more than it is, when taxed at a 9% with a population of 178K. Is this a bug of some sorts? Is any of your plugins or ordinances affecting the way residential taxes are collected?

If you have a high school or a university in your city, you could delete the rest of your education in your city. this will help with your budget. I send you also a SimCity workers sheet with calculation for you city.
