Help with creating regions with USGS Data!

Greetings!!

I have pored over the tutorials that I have found concerning region creation with USGS Data and I am stumped.  All the tutorials I have found are either out of date or incomplete, maybe I'm not finding the correct tutorial.

I have tried

Custom Terrains and Using USGS Data

Creating Scale Accurate Geographic based Regions

Creating a map from Google Earth [UPDATED]

 

The first one seems outdated and extremely hard to follow with the new web layout of the USGS Web-site.

The second one is incomplete.

The third one seems to be incomplete or net detailed enough for me to follow along and get it right.

Is there any tutorials out there that are more current, up to date, and easier to follow than the three I listed?  Either on this site or another site?  Any help or direction would be appreciated.
