Any NOOB help files?

Havent been here in years. Just re-loaded SC4. Cant seem to put packages in, like RR pak etc. Are there any help files? Where at? Links?

That's a bit different terminology than I've seen for SC4 mods/bats/plugins. Will you post a linky to the RR pak so I can familiarize myself with what it is?

Once you download the ZIP file, open that and copy the RR MEGA Prop Pack Vol. 1 folder into your Plugins which will be in your SimCity 4 folder in your Documents folder.

Do note that this particular one is a dependency pack for use with other files @RRetail has created. It, by itself, will not add any lots or such to your game's menus.
