Are you on Windows or not?  This shouldn't be so hard.

They are from my SC4Graphics Options DLL mod.  I think I am running something else.  I downloaded using SC4 Pac.  I'm going to go back and not use 4 pac. I don't think I'm running the Windows version because mine is very different from what you have.  I'll keep you poste

I finally found the correct tab in SC4Graphics and got everything set to what you previously sent me.  It still didn't work.  I went back to the target line in my shortcut and discovered I had 1940 instead of 1920.  I corrected it and I now have full screen graphics.  Kel9509, thank you for your help.  I never would have been able to work through this without your help.

If you're using SC4 Graphics Options correctly, you don't need anything in your target shortcut specifying the resolution.  This suggests to me you aren't running the DLL properly.  When you load the game and then exit, is there a SC4GraphicsOption.log file created that verifies the DLL is running?

I am back to square one.  I removed the stuff in the target shortcut.  I am now back to the small screen.  As far as I can see, I have the information in the graphics ini file set correctly as per your copy.  I have the intro set to false and it is running if that helps.  I don't think the game is recognizing the graphics ini file.

I now have a graphics log file and it is showing this message:

SC4GraphicsOptions v1.3.0
9:50:36 AM Failed to open the settings file.

Any ideas?

Same error from a different DLL, SC4AutoSave.

I would expect SC4Pac to install the INI files alongside the DLLs, so I have no idea why you would be getting those errors if you are using it.

I am using SC4Pac to install. The ini file was not with the dll and the log file.  I'll keep trying.  I'm concerned I don't have DG Voodoo set correctly and that might be part of the problem. Could you send me a photo of your Voodoo files?

It is now loading without video but into the small screen. I am also getting this in the graphics log file.

I am so close.  It now loads in full screen but to get there is a little complicated.  I start with the shortcut.  It loads to a black screen with a small arrow that immediately gets larger.  That's it.  I've waited over a minute and nothing else happens.   A couple times by picking the task manager it would bring me to a screen of code.  I hit the x and got rid of it and the game loaded in fullscreen without the video.  I've tried it several more times and control/alt/delete does not work so I have to restart.

This is crazy.

Happy New Year

I think the problem is that you installed the entire game in your Documents folder. I think that might be the issue.  If running the GOG version, you should install it someplace else on your C drive, like in C:\Games, so the path would be "C:\Games\SimCity 4 Deluxe".  The Steam version will default to the default SteamApps folder.  Anyway, if you install it in the right location, then upon launching the game, Simcity4 would create a folder in your Documents folder called "Simcity4" with the associated sub-folders like the Regions, Plugins, etc.  So the location of the Plugins would be "C:\Users\USERNAME\Documents\Simcity4\Plugins".  There is ALSO a separate Plugins folder as part of the subfolder of the game's installation location (that location for me would be "C:\Games\SimCity 4 Deluxe\Plugins"), and I think that's what you're using as your default download location.  Of course, the game doesn't load that separate plugins folder and so that's why nothing is running properly.

I think you should reinstall the game, after saving your region and other items to a backup.  You should only have one "Simcity4" folder in your Documents, and that should have a Plugins subfolder where all downloads are located instead of the incorrect Plugins folder for the game's installation location.

I suspect none of those DLL mods are working properly because your installation location is all messed up.

I don't use SC4Pac but hopefully upon reinstalling the game it understands where things should go.  You might want to ask on the SC4Pac thread for assistance.

Thanks, I'll work on this and let you know how it goes.  I am using a GOG purchased game but did not use this download function.  You can download from their site without thier app.

Your analysis of my files is correct.

Kel9509,

I am up and running with everything working.  The SC4 Pac loads the graphics and auto load ini's into the 150 plugins file for some reason but the dll files into the plugins root directory.  When I moved the ini's to the root plugings directory everything loaded with no video and very quickly.  It took awhile to get here but I learned what was wrong thanks to your help.

I'm going to go build some cities now.

Automated Notice Message

All posts after 1 March, 2026 @ 01:37 GMT were lost in the site crash.

We've added this message thread divider in every topic across all forums for what were then active threads. (We decided active is if the most recent extant post (from the backup) was on or after 1 January, 2026.)

This divider serves as notice that the conversation was interrupted. Answers and further discussion which used to be here have been lost. Keep this in mind when replying. Our hope is to rebuild what is missing.

I am Lab Rat.
