Unable to 'reset' demand

At one point, this city was pretty well established but I started to heavily mess with the industrial zones, and now demand has completely collapsed.  What is particularly irksome is that I-D and I-M demand are completely gone, yet present in adjacent cities.  At this point, every city is completely devoid of zones and I am trying to just restart.  I have tried disconnecting all the neighbor connections to this tile and still the demand stays looking like this.  Any thoughts?

Two.

  1. Do you have/did you bulldoze any subway connections to all neighbors?
  2. Are there any lakes, rivers, or oceans connecting this city tile with the others?

The 2nd one doesn't appear likely from what I can see in your image and the tiny mini map in the lower right, but demand can flow thru water too.

Edit: And after all connections are demolished, did you run a few months game time?

There are no subway connections.  And yes, I ran the sim for several months or more.  There is a small river connection, but only in the sense that a river exists.  Do I need to terraform away my river?

In experiments I did about a year ago I came to the conclusion that demand can travel thru a river. This goes against conventional wisdom and several gurus stated that doesn't happen so your own tests could provide more data on this. You could make a backup copy of your region and try closing off that river connection and see if it is the culprit. I'm quite interested for what that'll reveal.

(I'm leaving now for work, but I'll check back this evening. Good luck.)

Can it be (if it isn't the river that causes the issue) that your disconnected neighborhood tiles also must run for a few months (?)

Did you add any mods in between plopping and bulldozing anything? If you changed some object's value while it was in place and then you bulldozed it, you could seriously disrupt the game's record-keeping.

I think you were right.  I am guessing that the addition of the Industrial Revolution Mod may have caused this.  Anyways, I tried to remove the river connections and it didn't change anything.  I ended up obliterating the cities.  Oh well!
