Can't Create Custom Region

Hi. I just downloaded SC4 Deluxe from Amazon onto an Asus Windows 10 computer. When I go to the regions folder, open paint and do all the steps, it shows the config file in the folder like normal, but when i open the game, it doesnt show up. Any ideas?

    Ok, I figured out I had two sets of maxis files, (a problem Id had on another computer once before) but now its not letting me save my config into my new region folder, its saying i dont have permission and to contact my administrator. I am the administrator, and I went to properties, and changed all permissions to full whatever. Its still not letting me save in there.

    Which Regions folder are you using?  The one in the game installation folder, or the one that is for custom content in your documents folder?    If you're using the Region folder in the installation folder it might be protected as a system registered folder even if admin rights are enabled.   You might have to take 'ownership' also to override the extra protection.

    how do i take ownership? i googled it and followed the instructions and its still not working

    You said above that the Region is not showing up in the game, so lets backtrack.  First just use the Region folder for custom content in your documents folder and make sure there are 2 files in your custom region folder,  the config.bmp and the region.ini.   The config must be in bmp format and the region.ini is a plain text file.

    I go to the x86 from C regions file and make a folder. 'New Custom Region.' It appears.

    I go to paint and create a solid blue 4x4 and save and find my x86 new custom region folder and it wont let me save it there because i dont have permission.

    I'm having all kinds of problems. I downloaded the NAM36, then dropped it into my C 86 maxis plugins folder like old times, but when i went to unzip it it said i couldnt. 

    is there a tutorial for using windows 10? except i had another windows 10 computer and i didnt have these problems. this has to be a version thing.

    There is one fundamental you seem to be missing here:

    SC4 has two Plugins and Regions folders, that's two of each.

    One set is located in the Installation Directory, that's the one in Program Files (x86). !DO NOT USE EITHER FOR CUSTOM CONTENT! With one exception, you can use the plugins folder to install .dll files, there are like 4 or 5 that have ever been made and installing them here is necessary for proper operation.

    The second set, that you should be using is located in Documents\SimCity 4\ - where you will find a Plugins and Regions folder. This is where you should be installing your custom content/maps and regions.

    Windows 10 security feature. You can not modify contents of the Program Files (x86) folder. Well you can, but it requires a whole load of loopholes to gain access. Doing so can also make your computer less secure, but googling "take ownership" is the best way to find a solution.

    Why don't you let the NAM installer place things in the default location. If you did that, it'd just work without you having to think about it. As for the region files, see above, you should NEVER use the region folder in the install dir. It's one and only purpose is to hold a backup of the original regions that come with the game. New regions placed here can never work, the game doesn't even look for them.

    Every region needs one, it's a simple text file. If you are trying to make a new region, copy one from an existing region. Open the file in Notepad and alter the Name = ##### part so that ##### is updated with the nam of your region. The remaining settings are defaults and don't do anything much, as such I recommend you leave them alone.

    The only thing I would add here is that I'm using Win 8.1 and can only go on the basis of consistencies of MS operating systems, so if you've just got a Win 10 machine its the usual process of learning how to use and 'own' it, but I can at least confirm ASUS is an excellent piece of machinery in my experience.

    This leads me to asks a question of my own. Usually I have to make a copy of a map an put them in both region folders, but I only should be using the second set located in Documents\SimCity 4\?

    That is correct. I've never put any in the install folders and I have access to all my regions in the game.
