All of this is likely related to your problems with Plugin Manager. The data is not set in the registry correctly to link the application to it, although the error message isn't all too helpful. I suspect SC4 was not installed but copied onto your machine, a really bad practise that whilst it looks like it works, doesn't really.

The solution is simple, uninstall and re-install SC4 correctly. If I'm right, the uninstaller won't work, it too needs the registry settings to work. If that's the case, just install again and overrite the existing install. Before doing this, back up (simply move the folders elsewhere) all your custom plugins and regions. Not forgetting once you've reinstalled, the need to once more patch SimCity and re-instate the I-HT fix and 4GB patch.

With iLives reader, it's somewhat simpler, since unlike the Maxis tools, it allows you to manually specify where the files are, rather than relying on the registry to find them.

Think of the Registry like a phone book, it lists where all the settings and applications are installed, so other apps can find them.

Do you like custom textures, but don't like all the work involved creating them?, take a look at the Texture Automation options here. Change the look and feel of your transit networks, with the minimum of effort, for example customised versions of my Sidewalk NAM (SWN) and Terrain Grass NAM (TGN) mods, and much more besides.

er... no, Robin, my SC4 was installed correctly (and as I said in my PM to you, SC4 PIM extended now works :-) I'd just forgotten to put back the full folder of the originals I intended to tweak again in the LE. Ahem. Steep learning curve, someone said ? :-)))

And the installation of the LotEditor finished without any errors after you installed SC4? Weird... Well, anyway, as for Lot Editor and PIM-X I suggest, that you only put those files in the plugins folder (files you want to edit plus all dependencies), that you need to work with one project at a time, because both tools have their limits handeling prop files... If you try to start either one or the other with all plugins you have, both tools won't work and crash. And never work with your Original files, always use a "workset" to tweak, because if the outcome is not satisfying to you, you can start fresh with the original files again.

    Kind regards!

Amen too all that, which I am now doing religiously. (BTW, I had no problem installing the LE -- it's the PIM extended wich was balky __"missing file" and all that :-).)

er.. the message is not from the Reader but from the LotEditor. And it is weird when such a "cannot open” lot is supposed to have all its deps there. For instance I am trying to light Paeng's parks. And the vanilla pieces open quite readily (straight, small curve, cross, tee, addons...). But ALL the interesting pieces -- diagonals, sweeping curves, those which allows for all those nifty anti-grid combinations-- are inaccessible because...( see  the warning image posted previously). All the deps for the parks are in the Plugins Folder I use for lotediting. No others are listed. So what gives ?

As I said before, I've never seen this error message before. And honestly I have no idea, what is causing this behavior, especially because you can open at least a few lot in LotEditor.
I would say again, wait for the great modding gurus here. They might know...
