I have a problem with this mod (LA RIver Project 1.1)

I installed it normally, and the parts appear in the park menu, but it works as if it were a reward, each piece can only be used once. Making it impossible to make a long stream of dirt. This mod has no dependencies, what could have happened?

From what you described it sounds like this has something to do with MMLs.

According to the download description, this mod contains an MML lot, which is a lot that must be plopped in your city before the other lots in this set will appear in the park menu. Generally, MMLs are included for sets like this to prevent menu clutter while you aren't using the set. If you don't have the MML lot for this set placed in your city, place it and run the simulation for a couple of months, and the other lots should appear in the parks menu. The drawback to MMLs is that each time you want to plop a copy of a lot in the set, you will have to reselect that lot in the parks menu. I think this is because MMLs use the rewards function in the game. However, this should not interfere with your ability to plop each lot multiple times, as long as you go back into the parks menu and reselect it each time. If this doesn't work or sounds like too much of a hassle, you may be able to delete the MML file from your plugins.

Once you are finished plopping your river, you can bulldoze the MML lot and the lots will disappear from the parks menu while the ones that you have already placed will still remain functional.

    MMLs almost always look like a one-tile construction site. This is to aid in identification for bulldozing after you finish building your whatever it is (project, river, park, etc.)

    The MML should be optional. You can remove it if you want the lots of the set to function normally. But if you want to have the items hidden from view when not in use, you will have to re-select for each plop. It's for this reason I don't like MMLs personally, makes it really messy to build a large segment of a modular set.
