While I don't have a good answer for you, I am pretty sure your question would been seen by the right peeps in the: SC4 BAT - Open Discussion forum.

I suppose the clarifying question here is whether you're talking about automata or static props. The approach is different because with automata the details must be texture-based while static props' details can (and probably should for the most realistic appearance) be modeled.

If you want to make automata then the link Yarahi provided is what you need. If you want to make props I'd pretty much just recommend looking at general tutorials on the internet about 3D-modeling cars in general.

A Basic Automata Making Tutorial

Hopefully these help. As MushyMushy said, making BATted cars is generally a straightforward process which you can find numerous tutorials for online. I've yet to make a halfway decent model but the modeling bit itself is at least significantly more straightforward than the automata conversions, which is probably why there are so many more car props than automata packs available on the STEX and elsewhere. The same probably goes for trains (which is what I'm really working towards).
