Another newbie question... So what happens when you've maxed out and filled up all nine tiles?   All 25?   How does it affects game play at those levels?  What kind of hardware to you need to go "above and beyond" that?

ALL responses welcome!!

You will find out that there are hard-coded limits you will probably hit well on your way to 25 tiles, which can prevent you from expanding. Every update the limits are loosened a little, though, and you can still build fairly big cities. I like to have one big town with smaller satellite settlements and lots of pretty nothing in between, so it's never really bothered me. No amount of hardware can really unlock those limits, I'm afraid.

inb4 this turns into a train wreck on how limits are bad in CSL.

So it would be interesting to know how far certain systems could carry the game... and what tips and tricks could be employed to expand it further.

Ploppable RICO could give giant housing projects, expansive parking lots, suburban malls, sprawling office parks, sprawling warehouses, and entire subdivisions. You might be able to fill most of your playing area with ploppable RICO and realistic green space. However, you will never "run out" of space.

Ocram's Razor: Though "more things shouldn't be used than are necessary," they're just too fun to pass up! Expect many verbose arguments from me. I will try to write abstracts before or short summaries after from now on.

    Words to live by:
"Now there are varieties of gifts, but the same Spirit. But to each one is given the manifestation of the Spirit for the common good. For to one is given the word of wisdom through the Spirit, and to another the word of knowledge according to the same Spirit; to another faith by the same Spirit, and to another gifts of healing by the one Spirit... But one and the same Spirit works all these things, distributing to each one individually..." 1 Corinthians 4-11

"Do not worry about tomorrow; for tomorrow will care for itself. Each day has enough trouble of its own." Matthew 6:34
"Do not judge so that you will not be judged. For in the way you judge, you will be judged; and by your standard of measure, it will be measured to you." Matthew 7:1-3

The limits are embedded in and used in many places of the game code. While it is in principle possible to do something about them (it has been shown), it's a very complicated task, as you have to change more than 800 code references, adapt formulas, etc. It's lots of work, and with every game patch you have to do the work again. Or, in other words, it won't happen. The only limit that has been tackled by a usable mod is the tree limit, as trees just exist (they don't do anything else in the game than look more or less pretty).

I hit the old building limit within 13 tiles. The building limit has been raised by 50%, so you can do the math. I'm sure you can fill 25 tiles now if you keep to 4x4 lots and avoid smaller ones. OcramsRzr mentioned ploppable RICO, which would fill more space than standard growables.

Keep in mind though that very large cities will look essentially dead. The absolute limit of vehicles that get simulated is a bit above 16k. This includes every vehicle that moves, so also fire trucks and hearses. The game is gradually phasing out the simulation when your population grows. You will already notice lots of essentially dead areas in cities of 300k inhabitants, so I'm not sure it's worth pushing limits far beyond that.
