Load from save, blank and blurred world..

Hi, apologies if this issue has been raised and solved before but I can't seem to find any similar issues that help my problem.

My issue is on loading from a save game, the game loads but the whole map is blurred and I am left unable to do anything.

The only thing I've changed since it was working fine was install 'The Dead Collector', even after unsubscribing from this and deleting it, reinstalling the game and making my cloud save local and trying that I just can't seem to load up into the city.

The save doesn't appear to be corrupt in any menu as I can still see the thumbnail of my city, its population and cash 

After loading into the city I can no longer save the game (it hangs at Saving) in the top right of the screen, I can't exit the game without using task manager, it hangs on the black screen.

After loading into the save, I can't re-save the game, or quit to desktop or main menu without having to kill the task in task manager..

Has anyone come accross this issue before and can shed some light?

Update.

After creating a new game, saving that one and trying to load my previous game it shows this error.

You seem to have disabled a mod the game needs in order to play.  Or it needs updating if it is an old game.  Possible a mod is conflicting with another mod.  but more than likely a missing mod.

It's strange because I had only installed The Dead Collector and it started doing it. Tried it with it disabled, with it installed it still doesn't play.
I've found another save that loads with 4 days difference so not all's lost.
