My current city has about 15k pop.  I've got a bus depot with a few routes set up.  If I click on the different buses, almost all of them show full (30/30).  This would lead me to believe that there are probably people waiting for a bus, but can't get on.  Do I need more buses?  Searching for info on this, I saw an article saying that you don't need more than one bus depot for a city.  Is this true?  Are these "full buses" not actually a problem?

In theory, no, you don't need more than one depot. In practice it's good to have a few for efficient dispatching of buses across your city. 

Your line requires more buses. You don't get more buses by building more depots but by increasing the bus budget in the Finances tab. Some mods, though, allow for much finer control over the vehicles of each bus line. If you do not want more buses on that line, try setting up other lines that might take some of the ridership of the first line away. A good way to set up bus lines is just like in real life, mind you, so that might play a role too!

    I must say I sometimes have similar problems. It's not gamebreaking but it is weird seeing 2000 cims at a bus stop when you're already maxing out the budget. Might just be me though having my lines planned terribly.

Though I have a functioning bus system, when I call up the budget and click on expenses, then transportation dept., I find MASS TRANSIT but there is no line item for bus service. Where am I going wrong?

    One of the icons at the bottom on the right is a green stack of money - Economy.  Clicking on it brings up a window.  Near the top, click on the Budget tab.  On the right are sliders for the various transit types.

    I don't see anything on the lower right of my screen. Except for NAM, I am running no mods, so the control panel I have is the standard one with nothing to the right of it. Is it possible the green stack of money is part of a mod I don't have?

    Your mention of NAM implies that you are using SimCity 4. This is a Cities Skylines forum. You are asking for advice in the wrong forum.
