School usage exceeds city population

I have noticed a weird thing in SimCity that I can't figure out. As the title states I have a school usage. for example I have a elementary school with a capacity of 500 students. The actual population is 750. The total number of school age sims 0-20 yrs is less than 500. I can plop a school at each end of town and still max out the useage. I get all the nag screens about under funded schools.

What am I missing?? This also occurs with medical services but not to the same extent.

Check your schools with the query operator (/) and set the slider to just a bit more than the enrolment.  The bus slider sets the area of effect.

    Nonny, I do this to the point it gets maxed out. My issue is I can place another school next ot it and then both go to over max enrolment and total number of 0-20 yo sims. This seems to occur when the total population exceeds 40K.  The only thing I have not done is remame my plugin folder and uninstall and reinstall SC4. One other thing I do have a dual boot system here and the other os is Ubuntu and I do have wine installed but I can't seem to figure out how to load SC4 on it.

    Try playing the game with an empty plugin folder on a new city tile. It sounds like you have a screwy plugin.

    Well it looks like I may have a screwy plugin. Now what is the easiest way to find it??

    The easiest way to find it is going the old way. Take everything out, and see if you have the problem. Then add half of your folder, and see if there is a problem.. if not, then you know its in the other half.. do that until you find it. Its long, its tedious.. but it is 100% accurate.
