what is better, SimCity 4 or SimCity 4 Deluxe?

SC4 Deluxe is better, because it already contains the Rush Hour expansion pack. And i think it's not easy to get the normal SC4 without RH these days

Also, 99% of all of the SC4 mods in existence require SC4 Deluxe or vanilla SC4 (without Rush Hour) with Rush Hour.

Also the original SimCity 4 also had a patch pack which I don't think is available any more except on the RushHour disks.  Pretty buggy without it, and you'd need a buggy whip.

Well, if you have the original disks, of course you have both.  So do I, but I wouldn't consider it without the Rush Hour pack and the NAM.

SC4 Deluxe is better and it's a no brainer. Without Rush Hour, your game isn't all that much good. And like Nonny said, it's probably containing a patch unavailable to the RH expansion disc version which is virtually impossible to find these days.
