How to develop ghettos?

I've been working on this city to be my next city journal.  However, I keep on trying to do medium density, bad schools, police, fire, health, but this happens.

Placing a ghetto near I-D or dirty I-M helps(lower desirability for R$$ and R$$$). Be sure to place ghettos far away from high paying jobs (clean manufacturing, high tech, CO/CS$$ and above). Any R$$ or R$$$ residences built will decay or become abandoned due to long commute times.

i got the best ghetto results from starting out my city with No commercial at all, no schools, no libraries, no hospitals no police, just low industry and farming. i run the game for several simyesrs with taxes for r$$$, $$ at its highest. Forcing only low resident homes in 1×1, 1x2lots.

After getting all the low ghetto houses, i then historize them (word). eventually add c$ to the mix, still no entities that force $$. Do this for as long as i need to get all the ghetto i can ask for and dream of,

Finally when im moving into building the city with higher $$ and corporate downtowns, etc, i can now reserve the best if the best ghetto areas and have a good mix of old and new in my towns.

Add pollution and remove all civic buildings. I wonder how that will turn out. :)

I would add a school of each level (elem. and high) but make them barely funded enough or even slightly under funded. No police, maybe an under funded fire station. No hospitals.

 

Make sure to only zone R$$, not R$$$. This ensures that you won't get those silly skyscrapers, but the rows of apartments.

 

Large amount of traffic on an adjacent street/avenue helps, as does no roads, only streets. Very little commercial, the plops I do zone are 1x1 and C$ only.

 

Remember, no parks, landmarks or reward buildings nearby.

    You can't zone R$$$, you can zone low, medium, and high density. Righ now, bad services and industry seem to work.
