So, it looks great and all and I think it's a great plugin, but the issue is that there is this very odd issue where the shadows are a very odd blue color when it's night. Does anyone have a solution? Thanks.

Sounds like you might have to do something with your GPU.  Did you read over the mod's documentation carefully?

    So, here's another update. I took the idea of windowing my game, and it doesn't work. I also installed the streetlight replacement mod, doesn't work. Does anyone have other ideas, other then GDU issues?

    Yes, but some nice mod will fix it.

    Those "shadows" are, of course, street lights.  Try removing all your street lights mods.  I think you have a conflict with one that is intended for Maxis night.  You'll probably have to find a proper dark night one.

    But I downloaded the streetlight mod specifically for darklite.

    It still could be a problem with it :)

    So under this case, it could not be fixed?

    it is well know that not all mods dance to the same drummer.  It becomes a matter of choosing the most pleasing result.

    Oh God! I had this exact issue many years ago but can't recall what the solution was, but I believe it actually had to do with dependencies, not mod conflicts! Please review your plugins to ensure that all your dependencies are up to date and I'll also dig to see if i can find what my issue was originally...

    Did you attempt to remove said streetlight mod(s)?

    I did indeed, no work.

    I agree with this :) make sure your dependencies are up-to-date and make sure that you have all necessary dependencies for your streetlight mods.

    Well I have good news and bad news. The good news is that I found the original occurrence of my issue, a picture of it and even the approximate date (Feb. 2007)! It was definitely a dependency issue and getting the necessary files fixed it right up.

    The bad news is that it wasn't quite the same issue. Turns out it was Pegasus' Utopian Streetlight Mod and the issue was a brown box; not funny colored lighting. I'm sorry to get your hopes up but apparently a 7 year interval was enough to cloud my recollection.

    Nevertheless, I would still strongly suggest reviewing the mods and making certain that you have the required dependencies as has been reiterated already.

    Failing that, I would troubleshoot by temporarily removing blocks of plugins into a holding area until you find that the streetlights function as expected. Then start putting the plugins back until it screws up again. This process of elimination should help you narrow down the source of the issue. Trust me, i know it sucks as I've had to do this on more than one occasion

    Hope you figure it out!

    Are you running hardware or software rendering?

    It might be worth switching this over to see if it makes any difference.

    This can be set in the Graphics Options, or by adding a command to the shortcut used to start the game (in Properties):

    Hardware = -d:directx

    Software = -d:software

    For example:

    "C:\Program Files (x86)\Maxis\SimCity 4 Deluxe\Apps\SimCity 4.exe" -d:directx
