Two questions on one topic.

I'm in medium mode play and the business's are not high in demand.  How can I get a higher demand to bring in more business's because a lot of Sims are moving out of No Job.  Is it a slower growth on medium mode?  The second question is can I have a residential only in one city, and a commercial, industrial in another, separate cities?  Will the Sims have jobs crossing the city lines?  What about the college and universities in another city, can Sims go from one city to another for those.

For your first question:

I believe that if you zone for say, $$ Residential, that the demand for $$ Commercial will go up.

Now if you just want the demand and don't want to have to do anything, you can download this mod:

For your second question:

I believe that you can have a residential-only city, and the Sims will travel to a commercial-only city or an industry-only city for their jobs. Just make sure you have enough connections between the two cities.

In the second question, can Sims travel to a neighboring city for college or is the college for just one city?

All education and health amenities are for the tile (city) in which they reside on. Sims will not travel to another city for these things I'm afraid...

Operating mode makes no difference IMHO.

To get higher C jobs you need more education and someplace for higher R people to live.  You also need more municipal amenities.

Someone suggested a demand mod.  I suggest that you forget that because it will mess up your game in the long run.

Yes, you can separate residential in a separate city, but I would only do that as a suburb.  The game is designed to have a balanced distribution across a single city of all RCI.  An RC city is probably a better deal than a pure R.  Rs have to go shopping somewhere and crossing city boundaries has penalties.  Many players do RC cities with an I city connected.

Sims will cross boundaries for jobs but not for amenities.  Airports are one of my pet peeves.

Agree with A Nonny, don't use demand mods, you'll regret it in the long run (basing from experience).

I see no reason why you need to place a commercial only, industrial only and residential only cities. As what A Nonny said, the game is designed to balance the three variables on a single city tile. You might want to plan out your city by making specific areas of concentration. Eg. You have one city center in the middle then on top is an major industrial city and to the left are suburbs and etc. Although they have different specializations, they all still have RCI and in this case you also need to plan out an efficient transport system using mass transit and highways.

Lastly, whether you like it or not, all cities need their own amenities.

One more comment.  I have successfully built stand-alone cites that were RC only.  Just don't rush.

Thanks for the information.  It's just in reality where I live, I worked in a different city, but I went to school within the city limits.  But for colleges they were outside the city boundaries, but I could attend to the college even though I didn't lived in that city.  Also in my area a lot of the industrial buildings are away from residential and commercial.

Well, I certainly don't suggest you mix heavy industry in with your R/C pods.  They should be on the edges of the tile, preferably on the east side (westerly winds in North America).  Whether they are in a separate city or not is moot depending on your playing style.

High-Tech industry has the same environmental requirements as CO$$$, so can be mixed in freely if conditions are met.  Short commutes are good.

One thing you can do in regional play is have an R/C city that sells water to the I city.  The I city sells power and accepts garbage as well as running the heavy industry.  It needs a few R$ tenements for close-on maintenance workers but not too many that they prevent commuting from the R/C city by R$ as they gain experience towards becoming R$$.

You can have farms and industry in another city if you want. But I think you should line up commercial against the major routes that sims would take out of the city to the industrial one.The traffic helps the development of the commercial zones.

Absolutely, as long as you stay within the same map.  It is a little tricky to cross a city tile that has not been initialized since it has to have connections to both cities, so must have been started even if it only has a truck stop along the way.

There has been some confusion of terms:

Region ::= the entire map containing the city tiles you are playing at one time

City ::= the playable part of the map at any given time.  May be referred to as a city tile.
