I don't think it is a download.  Besides Timbuktu (the tutorial), all you need to do to create a sandbox/workbench region is to click on the create new region control in the Open Region dialogue.  I actually called mine 'sandbox', and I use it to test things out.

If you want a real challenge, try either the London or Berlin regions that come with the game.  Preloaded cities created in the base game.  A lot of work to get them just up to the Deluxe standard, and then problems to solve galore.

I bought the original game when it had been out about a year.  I really don't remember that.  Were there any active cities in the region?

Sounds like the default for Berlin.

Yes, the default for Berlin has two cities in it. Although London, I think has also some premade cities too.

Something jogged my memory, and I do recall there was a Maxis created region on the old web site, but it was an exercise in large cities.  I think there were two big cities on it, lots of trouble.  I don't have a copy, and I am not sure I ever did.

That sounds interesting because I really miss having scenarios with problems to fix. The London and Berlin regions are useless: no cities (almost), and terrible maps. Maxisland is a region I downloaded a while back; it has many cities, some are fun to fix up and stabilize. Could the OP be asking about Maxisland?

Not sure if these are related, but there are a couple of Maxis regions available from this page at Screwpile Developments.

Scroll right down to Maps / Cities.
