Something hard for the content that exists right now.

 

As far as I know there are content about native cultures of North America, which could work for towns of chichimecas and aztecs, but it is insufficient and at least it doesn't fit with mayan ambient. More than packs of pyramids there is no more.

Now, the terrain. Only If you want to recreate cultures from the north of mesoamerica a dessert mod could work. Take note about the jungle, only the mayan ambient fits on it. An aztec city doesn't fit in a jungle since Tenochtitlan were not -well, technically is not- in a jungle or dessert, it is placed in a valley between mountains and forests. There are three terrain mods by LBT which recreates these principal faces of Mexico.

Cars should be switched to more sims, different kind of sims with an specefic jobs. There were no horses or beasts of burden in those societies.

 

Give you an idea reading more about and looking at the aztecs, mayans and native american cultures in Age of Empires (II and III).

 

Something complicated, but not impossible.
