No one mentioned anything about water, if there is no water then the higher population just won't be achieved no matter what he does to anything else.

    Every traffic-type has a certain maximum capacity. You can change this capacity in the Simcity traffic tool but I chose not too because I think it is more of a challenge (and more realistic) if I keep the maximum capacities as it is if I get into a little trouble. Train stations also have maximum capacities, if the number of trains succeed this maximum capacity this leads to a traffic jam in that particular part of your rail (as you can see in the first picture). Separating intercity traffic and local traffic can be helpful because you divide your train-traffic in two different tracks. Reducing the chance of traffic jams. It would be helpful to save some space between the two tracks, otherwise it won't work. You can end spurs at a terminus station, but you can also let the tracks reunite with the main track, however, since the traffic simulator calculates the fastest route it is important that this rout takes longer than the route on the main track in order to avoid undesirable traffic patterns.

     

    Whether the setup of switches is effective or not depends on the traffic patterns. I use the route query tool for this (the question mark in the mayor mode). You can look to the amount of traffic and traffic patterns with this tool. An example is shown in the second picture. These tracks (combined) handle 55.000 trains. These trains are going to 3 different cities. In this case I've chosen not to connect every track with each other, this way I could influence traffic patterns just the way I want. I also wanted to avoid bundled traffic patterns. Which setup works best depends on where your trains are coming from and where they're going to. Thus, this would be different in every case.

     

    In the third picture you can see how I set up my underground system. I don't know how others do it and this is probably more extensive than most people set up their underground but it works for me. I earn $30.000,- per month with public transport and it costs me $16.000,- per month, so it is quite profitable. A side-note: This particular city has 533.000 residents and about 300.000 jobs, it's also only high and mid-density. In smaller cities you might want to limit your underground to the high density Central Business District and use Elevated Train and/or tram in other parts of your city. Or you could not use it at all, depending on your financial situation.

    Reinstall to full NAM 32.  There were some fixes, and it just installs over top of the existing one.  If you use the enhanced rail stations in the NAM you'll get much higher capacities.  Maxis stations have all been retrofitted.

    Might have been answered already, but if the demand is high, and no one is moving in, it means that you need to expand into new squares, over time it will fill in fine.
