Desert in city and grass in regions

Inside the simcity 4 I have now tried everything to get this strange phenomenon to life, I have grass in the region list, but when I choose to behave a new city no matter what region I have loaded then I get desert, I've tried everything , install simcity 4 again without success.
 
See the picture I have attached to this thread. Hope that there is someone who could help me.

Maybe you have installed some "Height Mod" or some "Terrain Mod".

Try this: close simcity, (temporarily) remove half of your plugins (move them out of your Plugins folder) and see if the problem was solved or not; then try removing (or moving them back) half of rest, and so on, until you find the culprit.

    I know that if you choose "Save & Exit to Region", but click somewhere else, say on your internet desktop, so that SC4 closes down (not literally, but the screen goes away) that you get blank grass in the region view, similar to if you deleted a city, albeit the city is really there. I know this is hard to explain, but bottom line: When you click "Save & Exit to Region", keep SC4 up until it safely exits to region. Try that. :)

    Under no circumstances switch away from nor interrupt a save process.  You can corrupt your city and it will become unrecoverable.

    Does seem like a terrain mod, yes. No need to delete all your plugins and start from scratch, first take a look at your plugin folder, see if you see anything that could be causing this (if you organize your plugins in subfolders, this shouldn't be too hard). If you don't see it, you can try the method described by cogeo. Temporarily move half of your plugin folder to another place, start the game, see if the problem's still there. If it isn't, you know the plugin is among those you moved, if it's still present, you know it's still in your folder. Then you can start narrowing down, until you have found the plugin. Good luck!

    And if you open one it turns into desert?  Then you have either an elevation mod or a terrain mod.  As an experiment, rename your Plugins folder to Plugins.old, the try opening any city.  No desert = Plugins trouble. 

     

    There is no magic bullet.  Since plugins are all personal selections, you'll have to ferret this problem out yourself.  If you really have a plugins problem is a method to help you find the problem.

     

    As many have said, organization and testing is the best method for handling plugins.  Shot-gunning a whole list of plugins is just asking for this kind of trouble.  Every addition to your plugins suite should be tested in a sandbox region to avoid messing up current work.  Good luck.

    It works fine now, thanks for the help to all. But I have not find the plug-in there gave me problems
