I needs mods that don't need you to have SimCity 4 Delxue

Hello, this is my first time going to instill a mod/mods to my SimCity 4 and I don't have the deluxe just regular Sim city 4.

You need Deluxe for almost every mod.  The really old maps will work, but that's about it.

Yes, the vanilla game is very restrictive. Custom BATs will not be compatible, along with mods like the NAM. Only lots which use Maxis buildings and props (not custom models) will work. Some examples can be found here.

Because they depend on using standard Maxis models, you'll need bldgprop_vol1 present in your plugins folder. This small DAT file allows SC4 vanilla buildings to appear on the lots.

To truly experience custom content, the Deluxe Edition can be purchased fairly cheaply from GamersGate, Steam or Origin. This comes fully patched as a download, meaning it doesn't require a play CD.

Don't bother with Rush Hour.  Go for the fully-patched, diskless digital download for Deluxe.  It is about the same price or less.

There are mods that work with the vanilla SC4, but only the ones uploaded on STEX before September 22, 2003. Almost every custom content onwards are exclusively for SC4 Deluxe or SC4 + Rush Hour.

 

As what Nonny and Cyclone Boom said, buy the fully patched SC4 Deluxe from Steam, Gamersgate instead of buying Rush Hour.

Some of the official landmarks and rewards that were available on the SC4 website before EA deleted it, can be used with the vanilla game, there are not very many of them to choose from ... so you would still be best to get Deluxe if you wanted to download a lot of mods, etc from the STEX

Not true.  SC4 + Rush Hour is the same as Deluxe.  However, the download version includes both the published patches as well as running without a disk in the drive.
