Problem in commercial only city - high demand, but zones will not develop

Hello, everyone. This is my very first post, so please bear with me. I have a region where I have a city only with residents, one with only industry & another with commercial. My problem is that my commercial city is has a high demand for Cs$ & Cs$$, & a tiny bit for Cs$$$, but the zones I have laid out are not developing. I've tried rezoning them with low & medium-commercial zones, but that doesn't work. I've also tried lowering commercial taxes, but that doesn't work either. My residential & industrial cities have very low demand right now, so I cannot expand on them to balance it out just yet.  I also have the NAM installed - could that be the problem?

 

.Here is a screenshot of my problem.  Any suggestions to get these zones to develop would be appreciated. Thanks!

And your game is in pause with zero Sims.  This isn't a good way to play.  Also, you never need more than 500000 Simoleons except on very rare occasions.

 

Try starting from a cross-roads with a few lots in Turtle speed (hard difficulty recommended) and with only a reasonable amount of moolah.

Two trillion simoleans !!! I've never seen that before. That's what over 20% of the US debt :).

Well as Mr. Moose stated , there is no R in the city. I know from experience it usually doesn't work to have just a C city, unless its the smallest tile I have created a "ghetto" C$ city before but that's a rare thing.

It would work much better to have some R in the city as well. Also I'm assuming this is a new region so make a couple of farming cities. Your demand for industry is high so I would suggest going to your I city and zone for more DI.

Anyway that's what I can see for now.

I have made many large cities of C only.  In fact they usually end up all CO$$$.  I usually have my region laid out so that the central city tile always turns into a commercial hub.

^ Really? Everytime I tried it I ended up with lots of abandoned ummm lots then money issues so I quit trying to make just C cities. But that was before I installed NAM though. I may try it again just for general principle !!!

Ah yes, before NAM the sims simply won't travel far enough because of commute times. 

 

Not only that but I also have my highway speeds set to 410, lol.  To put that in perspective, the game default was 82, NAM is 150.

I also don't see any problem with a commercial only city in a region of several cities if you use the NAM. I had one of those myself, and it worked fine. Lots not facing the road, though, stops any development dead.

Uhh, about that nearly 3 TRILLION Simoleans(!!)....yeah, you're gonna want to get rid of that ASAP.  Download and install the so you can use the Moolah cheat.  Then change your money to a more reasonable amount.  You see, technically if you get too much money the city will start recording your budget as a negative number and then the game won't let you do anything in the city after that. It will lock you out of your city, and basically tell you that you've been fired as a mayor, because you will have completely run the city into the red. I'm not sure how much money is too much, but I do NOT advise adding too much money to your budget. But certainly adding several million won't hurt. I currently run my city with a budget of around $25,000,000 and have no problems.

The problem I sometimes have with really successful large cities is getting the treasury balance down.  You can only lay down so much ploppable stuff like coast guard stations (which pay, by the way) and other things like landmarks.  Sometimes I take a few million off the balance.

Lol, my sims all get Bugatti Veyron's when they turn 15!

 

&, You 'could' change speeds by following and making your own traffic simulator.  I removed the NAM sim and use my own.  The values you're looking for are called 'max speed by network'.

&, following and adjusting the traffic simulator.  i removed the NAM sim and use my own.  these are the values your looking for:

 

 

I don't remember exactly, but couldn't you also change that in the Traffic Simulator Configuration Tool that comes with the NAM (or the standalone NAM Traffic Simlator), or was this just capacities?

Not speed.. just capacities, even then its limited.  As you see here you can use ultra and the 2.0 multiplier and this is what you get. 

 

-125,000 max capacity on highways  (this is high, but you can go higher)

I would imagine the landfill being like a quarter mile away doesn't help desirability either.. : )

Ah yes. I think the speed was locked because changing that has repercussions for station transit times (you have to basically adapt all your transit stations that deal with those traffic speeds you change). Of course, highway speeds should be safe.

idk what sort of bad repercussions there could be.  all of my speeds are handpicked, all of my capacities are handpicked, all of my TSEC times are handpicked, my stations are all custom.  my cities play great and my mass transit still gets used, just not as much as it once did.

 

one repercussion i know of related to higher traffic capacities is the fact that the traffic query and data views stop working right after ~68k cars.  like my highways with 172,000 will show red in the volume overlay and check as maxed at 68,585 or something like that.  this is only a limitation of the query tool and data view.  my commute times are all low and congestion is green.

 

edit:

 

ok well i suppose that would be the repercussion you're referring to --> the fact that mass transit becomes less attractive if driving is too fast.  it's just something you need to be aware of if you change road speeds.  could always up the mass transit speed to balance the sim's choice back out.  i like my sims driving. 

 

note i'm not recommending anyone do any of this.  someone asked how to.. i answered.

I didn't say "bad" repercussions. It's just that one adaptation makes the next necessary, but you obviously dealt with that. I didn't have problems with the simulator set to "medium" with cities below 1 million inhabitants on a large tile. You can ignore red congestion messages, they don't matter.
