Hello, everyone. This is my very first post, so please bear with me. I have a region where I have a city only with residents, one with only industry & another with commercial. My problem is that my commercial city is has a high demand for Cs$ & Cs$$, & a tiny bit for Cs$$$, but the zones I have laid out are not developing. I've tried rezoning them with low & medium-commercial zones, but that doesn't work. I've also tried lowering commercial taxes, but that doesn't work either. My residential & industrial cities have very low demand right now, so I cannot expand on them to balance it out just yet. I also have the NAM installed - could that be the problem? .Here is a screenshot of my problem. Any suggestions to get these zones to develop would be appreciated. Thanks!
