industrial Industrial Area in Different Region

Hello everyone!
I watch you forum some time now, but this is my first time playing the SIMCITY 5 and I have some questions.

Is there the possibility to start a city in one city (lets named it ALPHA) without Industrial Zone, and then, on a nearby region, start a new city (Let's name it BETA), to set up there the Industrial Zone there?

 

Will the workers from city APLHA, move to the city BETA in order to work?

Should I set up Res Zones to the BETA city?

 

In General, I would like to know more of what can I do with two nearby cities, apart from the utilites (water, power, etc) exchange!

According to the description, yes that's exactly what you can do with your city's in your region! But unfortunately the game is so bugged, so you will see that the broken traffic system and lag on server will stop your project quickly. 

 

I had the most fun in the start, when I only focused on one city. As soon as i started building a neighbor city and tried to share resources and workers, i stopped playing because of the bugs.
