Have high tech industry, but can't build processor plant

The description says that you need med tech in order to build the plant. Well, all of the industry in my city is high tech. Why can't I build it?

You need 5 buildings (I) of medium tech. High density I think. Not just a certain tech level.

    No.  You seriously need 5 MEDIUM tech level industry buildings.  You CAN NOT fulfill the requirement with higher tech industry.

    If you jump from High School to University most of the time your industry will skip medium tech.  My best method to avoid this and unlock the requirement is place the Community College near the industry that you zoned so they will upgrade to medium.

     

    Unlock the requirement and then upgrade to a University and destroy the Community College.

    ^^ Here is my industrial section. The bottom half is low tech and the top half is all high tech. However about 90% of the buildings are shut down because of lack of workers. I also have a Metals HQ and a Trade HQ.

    ^^ Here is a picture of my city. It's not very big, with just 300+ residents. It's also my resource town that has coal, oil and ore. I can't build any of the advanced resource buildings because Im not getting enough resources. It also supplies my region with power and sewage treatment.

    But do you have medium tech? I can't tell them on sight, but you mentioned low and high tech but not medium. What I did was zone an area for industrial and place a college in the middle. As soon as I got a processor plant I just bulldozed it all.

     

    Note that a college will give the surrounding buildings medium tech and a university will give them high tech. I think Vu tower also gives high tech, but I haven't tried it.

    I had this too plop a community college on the edge of your industrial zone (the low tech dife)?they should upgrade to medium tech pretty much straight away. Once your processor factory is up and running you can bulldoze the college if you wish. Your processor factory will work at least it did for me. Good luck

    I have another question. In order to get a building like an oil refinery ( or from an HQ, i cant remember ) think you need 9,200 barrels a day from an oil pump. Is it possible to import the oil and fulfill the requirement?

    Well, I tried the community college in a high tech industry section and it did not work. I tried bulldozing all the high tech and the high tech shops kept popping up. The same thing happened to the low tech ones.

     

    However I started a new city and the CC trick worked and spawned med tech factories. Does the number of students attending the CC affect med tech popping up?

    I know you found a workaround, but I wonder if you zone a new section of industry with a CC nearby, would that work?  In all my region attempts, I have kept my university in a different town than where I've tried out electronics and other specializations.  I prefer the CC.   I know this is a minority opinion, but I haven't been thwarted since abandoning that damn university.
