Nothing connects cities other than roads and rail. Who'd fly from one city to the one next door?

You need 5 buildings (I) of medium tech. High density I think. Not just a certain tech level.

I had a similar issue. Plopped a hospital and they started responding again. Try destroying your clinics too. One might have got 'stuck' somehow. Deleting might release this 'bug'.

Reduced price for something after it comes out is hardly new.

They can't offer an upgrade for that otherwise they'd have to refund anyone who's already paid for it.
