Regional play Great Works still broken?

I know this is a known issue, but here is my frustrating experience with regional play great works:

Buddy and I have nice cities sharing resources, making lots of money, excellent traffic, etc.  $500k surpluses...let's build a Solar Array!

1.  Buddy plops down $500k for great work.  It takes a long time "cutting red tape" and such.   I start clicking around, and it tells me it still needs $500k (on my end) - so I pay $500k only to realize that it wasn't supposed to cost $1,000,000.   Why did it even let me do that?

2.  Resources are all wonky and don't reach the Solar Array.  Ever.

3.  The worst part...my perfect traffic is immediately grid locked constantly with workers coming from the Great Works site.  This crashes my economy, since trucks can't deliver, our shared emergency vehicles are stuck in traffic, etc.   I eventually eke out a trade port upgrade, which helps, but still very problematic.

Now, I've come to realize that the Solar Array will never work, but I can't stop the damn traffic.   So, my utopian city is now completely unplayable.

------

Furthermore, I am one of the few people who actually likes the smaller city size and emphasis on regional play.  If regional play is broken, this game makes no sense.

How much of this is me needing to L2P and how much is the game?

Currently making the Space GW.  No traffic issues and the resources are moving along nicely.

The invention of beer and the wheel were the foundation of modern civilization & together were the catalyst that split humanity into two distinct subgroups: liberals & conservatives. Some men spent their days tracking & killing animals to B-B-Q at night while they were drinking beer. These men were called "conservatives". Other men who were weaker & less skilled at hunting learned to live off the conservatives by showing up for the nightly B-B-Q's & doing the sewing, fetching & hair dressing. They were called "progressives".

Just about every vehicle clogging the entrance to my city says it came from work at the great works site (which isn't working).  I'm 99% sure we are doing what is necessary to send resources correctly, but they never deliver (despite showing the  arrows going from the city to the great works and otherwise being able to gift, trade, and manipulate resources without problem).

You have to have the "use locally" flag checked on the supply depot for the resource to be used by your GW.  Then any resources put in that depot will go to your GW after they have supplied any local power plants etc...

Note also that the supply depot sends out trucks.  If your traffic is bonkers then your trucks will not get through to your GW.  I would look at population balance to see why you have so many workers going out to the GW.  It may mean that you don't have enough local jobs and all your unemployed are running out to work.  If so you can create more local jobs to suck up the extra workers or you can de-zone residential.

I built.a solar array with no problems other than the update bugs. I had two cities and switched back and forth between them sending resources. Eventually it filled and then we sent out the workers to get it finished. You will see inconsistencies between them due to the slowness of the servers. But once they are completed it works. Another bug I saw is it says 1500mw available for one city, and 3000mw available for the other. I then moved to another 4 city area in the region and I am building an arcology. It took longer to get the resources to it, but I am currently in phase 2. Had to do the back and forth switching between two cities with it as well. I am going to do the same for the last two great works. I build 1 huge city with a b-line to electronics and once I hit 250,000 residents build a second city, and then start my great work when the second one has about 70k. Neither of my first two cities fo anything with tourism. The traffic just messes everything up, and electronics funds the materials for great works so sufficiently.

Thanks.  We had the use locally flag checked, but I didn't examine the population balance closely.   I'll take another look.

I am trying to build an arcology but can't get it to register the TV's I send.

Have send thousands of TVs, I can see the trucks move them into the GW area but nothing registers on the meter.

Doesn't matter which city is sending them.

    any suggestions?

From what I've heard the arcology is a terrible GW. The benefit of unlimited workers is negated by the fact that arcologies produce the worst traffic jams ever.

I managed to send all the required materials to the construction site, but the construction progress stuck at 5% even I have enough workers
