Why can't I trade anything between my regions ?

So I am playing on a sandbox and I noticed the following things

 

#1 My cities can be overloaded with Ore/coal/oil or whatever but when I try to send them to great works the send promt shows I have no materials of those types.

#2 I cannot sent meterials between 2 regions that I control be it minerals or city services water/electric (when viewed from the sending side it says my recieving city is broke "it's not"

#3 I cannot gift anything other than similions as the gift tab says I have nothing to send even though my factories say otherwise (I do have the trade tower and the right lots)

 

For the life of me I cannot figure out whats wrong and from all the looking around i've done online these features appear to be working for everyone else

At first it worked (2 days ago). Now it doesn't. Either it is fully bugged or they turned it off while they are fixing it. To avoid random chance of stuff working or not. Can't say, all I know it is annoying and I hope they fix it soon, as I am experiencing the negative effects of it as well.

Also, there's several other problems,

1. Whenever I have say, 1000 Mw of power in excess in one city, and I go to the other to buy power, it says something like 399 Mw of power available in region. How about the rest???

2. I have traffic backed up for miles back from the entrance of a city, and it crippled it (main thing is tourism/gambling)

3. And I want cheetah speed back! It's so annoying being stuck in llama speed. I hope we get it back soon...

Pretty sure trading between cities has a lot to do with how stable the server you're playing on is currently.

 

There's been reports of cities never receiving gifts for example. I've found that volunteer services will just suddenly stop without any reason. And my gifts to other cities always leave but never arrive.

Also, there's several other problems,

If City A is in a quad of 4 connected cities and City A has 1000 MW of excess power, then City B, City C, and City D will each see that City A has 333 MW of power to sell. City A disburses all of its excess power (and water and sewage) completely evenly between the other three cities. You can't give City B 500 MW, City C 350, and City D 150. Nope.

City B has the option to buy up to 333 MW.

City C has the option to buy up to 333 MW.

City D has the option to buy up to 333 MW.

So if City A wants to completely power City B and they're in a 4-city quad, City A needs to produce excess power equal to triple what City B needs to run his city--even if City C and City D don't even exist yet.

I Think They Turned The Feature Off To Help The Servers.
