In the region say, parts further up north do we get snow and have to pay for snow clearing services? I would love this added realsim.

Some areas will get rain and rain will refill the water tables but snow will not be in the base game of SimCity 2013. Snow was not in the base game of the Sims 2 or Sims 3 but were added in expansion packs. It is entirely possible that winter weather will be added in an expansion pack.

Ocram's Razor: Though "more things shouldn't be used than are necessary," they're just too fun to pass up! Expect many verbose arguments from me. I will try to write abstracts before or short summaries after from now on.

Words to live by:
"Now there are varieties of gifts, but the same Spirit. But to each one is given the manifestation of the Spirit for the common good. For to one is given the word of wisdom through the Spirit, and to another the word of knowledge according to the same Spirit; to another faith by the same Spirit, and to another gifts of healing by the one Spirit... But one and the same Spirit works all these things, distributing to each one individually..." 1 Corinthians 4-11

"Do not worry about tomorrow; for tomorrow will care for itself. Each day has enough trouble of its own." Matthew 6:34
"Do not judge so that you will not be judged. For in the way you judge, you will be judged; and by your standard of measure, it will be measured to you." Matthew 7:1-3

You mean an arctic small town. That is only 2 kilometers across.

It's weird to me that they included rain but got rid of snow (which was actually included in SC4 as an easter egg). Although I guess it would be a lot of extra work to make snow-covered building/tree effects.

It's good to know that the water system is theoretically, indefinitely sustainable. But I wonder how long it would take to use through an area's non-renewable resources like coal and oil. I'll definitely be relying on wind power for as long as I can.

Rain makes sense for the water table, snow i can't really see what it could do other than eye candy.... id rather they spend time on things more important than eye candy for now.

Snow could increase power consumption during winter months due to heating costs. In summer the same could go for cooling costs, with spring and autumn being seasons in which less electricity is being used. During summer more water could be used as people use more of it. If there were a region with less rainfall playing in between seasons could become a very strategic affair.

There should be an option to select region based on climate. For example, temperate regions have four seasons. Tropical regions have a wet season and a dry season. Desert regions would not have much precipitation. Arctic regions would require buildings on stilts (due to permafrost).
