If you have no crime in your city, why worry?

Unless you are an exceptionally bad mayor, you won't get any police calls. It takes riots, and even then the Mayor must make the 911 call. You won't get any fires if you have good fire coverage and water the areas you build in. I only get them when I don't cover some areas when I am building things like industrial pods.

A super demand mod for your RCI could do you good if you're looking for a quick way to reach the million mark, but that mod may also run down buildings with over population if your not careful.

Think about what you are asking. A large tile is 4 Km. square. That's 16,000 square metres. One million people in that space even without allowing for city services, roads, parks, etc. give you a density of 62.5 Sims per square metre. They'd be packed in there like sardines, so you will need some good vegetable oil or they won't be able to move.

Even my biggest city population is 700,000 people and it use 5 medium city tiles (Alschenburg) and the condition is terrible, all of the population is forced to live there simply to keep $10 profit. i never create any big city since then, and i don't know how about creating a city with 1,000,000< population in a single tile, because my biggest region population is 1,100,000 and it takes five city tiles just to create a city wih 600,000 people, while all of 500,000 people left live outside the city and fulfill the whole region. I use CAM (Colossus Addon Mod, available in BSC Exchange, but you must register/login first) and it still that hard to reach a million in a tile. A tile equal to the whole regional population, that seem impossible for me except if you using so many mods/using 5-10 medium city tiles (it will need more if you using small city tiles and less if you using large city tiles). I only could keep a city stabilized and profitable when the population is less than 300,000 people, because controlling mega cities proven to be very hard for me, also the game speed will be slower and higher CTD possibilty based on my own experience. Btw, if you still want to know about how to make it as big as possible, i would recommend you to use CAM because it will make some changes that related to demand.

P.S. CAM is a demand mod that make the residential and commercial stages up to stage 15, while Industries except I-A will reach stage 10 and farms reach stage 7 (Stage 4-7 will need water, most jobs will be given by stage 5, super farm) and change the percentage of poors, average, and riches worker in a place. There also some more that you could explore as you become familiar with them. To get this mod, you will need to register to BSC Exchange because the mod is not available here. Good luck, perhaps, you will show us your successful megapolis in the future if you could control everything without any problem. :)

Generally speaking, I prefer regional play when it comes to faceless millions. I started a new region on September 2nd, and the population is now up to around 330,000 in several small towns and cities scattered along a river and now expanding along the northern rim of the region. None of the tiles have stood out enough yet to be the central city even though some of them are on large tiles.

I did a total restart because I implemented Paeng's new industrial textures, so I have only created two regions to play on so far. Neither of them is very far along.

However, with respect to crime, I tend to suppress it as quickly as possible. I don't want any major crime families moving into my cities. I generally don't have anything for my fire volunteers to do either. (Yes, they are volunteer firemen from the STEX).

When founding a town the order is CS$ (about 20 lots), R$ (many). And when there are enough to support the water and power plants ($110,000 to plop these) unless they come in on neighbour deals, I add a small cop shop (one car), a fire volunteer house (1 truck), a small clinic, and a school. This nut is usually covered by a few CS$ and R$ (2 x 1) lots in an area about 35 tiles square. Then I add farms. Industrial comes in later when I find an out-of-town spot for them, usually across the water from the town.

XXturbo mod by xxdita is another option. (You need to register SEPERATELY for sc4devotion's LEX to see the download button. The forum account is a seperate account.)

XXturbo mod is not a radical mod or a super demand mod. It simply increases the demand graph from -10,000 to 50,000. But PLEASE read the readme first before installing.
